Instead of voting by division, we should just vote for the top 8 team per conference. Gives all teams who are playoff caliber teams a chance to make the playoffs with a stacked division.
Just looking at a few here this season, Pacific and Atlantic just to name a couple are having that problem, and there is a possibility one or more teams get knocked out of the playoffs when they have a team that SHOULD be in contention.

no because, you will likely skip over team, miss team, etc.. it at harder to vote for 8 teams then 3 teams. It didn't work before. It sucks to be in a hard division but you have to deal with it even if your team is playoff worthy, it the voters who vote for the top 3 team.

You could have a point system, where you rank the top eight teams and #8 gets 1 point and #1 gets 8 points... Or add an extra round to the season where you vote for one team in each division and they're the top three seeds and then vote for the final five... or let the west vote for the east... or not let you vote in your own division...

I think its fine the way it is... much like baseball and other sports you just have to deal with the competition in your division. If you don't like it you can always move divisions the following season.
